Change in Government Electricity Contracts, Hope for Public Relief

Islamabad: The government has decided to review the electricity purchase agreements with government-owned power plants, with expected savings estimated at 1580 billion rupees. Previously, the government had changed agreements with 36 private power plants, estimating savings of 3696 billion rupees; however, no government power plants were included in that revision.

According to the Ministry of Energy, more than 100 private power plants (IPPs) operate in the country, receiving annual payments of 2200 billion rupees, regardless of whether they generate electricity or not. On the other hand, Pakistan’s over 40 government power plants generate more than 18,000 megawatts, of which 10,000 MW comes from hydropower, 4700 MW from thermal sources, and 3600 MW from nuclear sources.

Experts say that if these old agreements are reviewed again, a reduction of 4 to 5 rupees in the per-unit electricity price is possible, which could be a major relief for the public.

This development could lead to a reduction in the electricity deficit, but according to experts, changing the contracts alone is not sufficient. Control must also be established over electricity transmission, distribution, line losses, and electricity theft. Reforms in the entire energy system are essential for affordable electricity.
