PM Youth Loan Scheme — Tier 1, 2 and 3 Complete Guide to Apply Online
Listen to this article:
Everything in the Prime Minister Youth Business and Agriculture Loan Scheme is decided by one table. Your markup, your time limit, even what the bank can demand from you — all of it flows from which of the three tiers your application sits in. So this article starts with the table, exactly as listed on the scheme’s official portal, and then I will help you find your place in it.
The table that decides everything
| Tier | Loan amount | Markup you pay | Max repayment time | Security |
|---|---|---|---|---|
| Tier 1 | Up to Rs 500,000 | 0 percent | Up to 3 years | Personal guarantee only |
| Tier 2 | Rs 500,000 to Rs 1.5 million | 5 percent | Up to 5 years | Personal guarantee only |
| Tier 3 | Rs 1.5 million to Rs 7.5 million | 7 percent | Up to 8 years | As per bank policy |
This is a federal scheme under the Prime Minister’s Youth Programme, built for young Pakistanis who want to start or grow a business or do agriculture work. The government shares the markup burden with you — in Tier 1 it carries the whole markup itself — and the loans come through banks against your online application.
Find your tier
You are a beginner? Tier 1 is your door. Up to 5 lakh rupees at zero markup — you repay only what you took — and nothing to pledge: no property, no plot papers, only a personal guarantee. A first small shop, a home-based online business, a beauty parlor setup, seeds and a small start in dairy — this tier was made for exactly this size of courage.
You are running something and it needs to grow? Tier 2. From 5 lakh to 15 lakh at only 5 percent markup, still on personal guarantee, up to 5 years to repay, with a grace period on the principal in the start as given in the scheme framework. That grace period matters more than people realize — your business gets time to stand on its feet before the heavy repayments begin.
You are expanding a serious business? Tier 3. Up to 75 lakh at 7 percent markup, up to 8 years — but here the bank will ask for security according to its own policy, because the money is large and serious. This tier belongs to established businessmen expanding, not to a first start.
One more name you may hear: a Tier 4 was introduced by the State Bank in 2025 for specific purposes like laptops for students and freelancers and financing for those going abroad for work, with its own separate terms. If someone mentions it, know that it is a different, special-purpose window — the normal business path is the three tiers above.
The one mistake that gets young people rejected
Choosing the wrong tier. Asking for Tier 3 money for a Tier 1 idea is the most common reason applications die at the bank stage. The bank’s officer is judging one thing above all: can this business, at this size, actually return this loan? So choose honestly — the amount your real plan needs, at the size your real repayment strength can carry. A correctly-sized application from a prepared young person is taken seriously. A greedy one is filed and forgotten.

Before you apply — the thirty-second eligibility check
You fit this scheme if you are a Pakistani citizen aged 21 to 45 years with entrepreneurial potential — a real idea and the will to work it. For IT and e-commerce businesses, the minimum age is 18 years, a special encouragement for young digital earners. That is the whole gate. Everything after it is preparation.
From the portal to the bank’s chair
Applications are submitted online only, on the official portal pmybals.pmyp.gov.pk, which works under the Prime Minister’s Youth Programme. There is no other official way, and no agent can apply “from his side” for you.
Fill the form completely: personal details, CNIC, your business idea or agriculture activity, the amount you need, and your preferred participating bank. After that, your case goes to that bank for assessment. The bank will call you, check your details and your plan — prepare for this meeting like a job interview. Know your costs, your expected income, your market. A young man or woman who speaks numbers clearly is treated like a businessperson; one who speaks only hope is treated like a risk.
On approval, the bank completes its documentation — light in Tier 1 and Tier 2, because your security is your personal guarantee — and the loan is issued. Then your installments run according to your tier’s period.
And if your purpose is a house instead of a business, and you own a small plot in Punjab, stop here and read my Apni Chhat Apna Ghar guide instead — that is a separate interest-free housing loan, and many families confuse the two schemes and apply at the wrong door.

Asked again and again
Q. I have no business running yet, only an idea. Can I apply?
Yes — the scheme is for starting new businesses as well as growing old ones. But your idea must be a proper plan on paper: what you will sell, to whom, at what cost and profit. “I will think after getting the loan” is not a plan, and the bank sees through it in two minutes.
Q. Is Tier 1 really zero markup? Where is the catch?
There is no catch. In Tier 1 the markup is borne under the scheme’s design, and you repay only the principal — up to Rs 500,000 within up to 3 years. That is exactly why this tier exists: to make the first step possible.
Q. Can women apply in this scheme?
Of course. Young women are citizens with entrepreneurial potential in the full sense of this scheme, and home-based work, boutiques, beauty services, online selling and tuition setups fit Tier 1 beautifully. Don’t let anyone tell you this scheme is “for boys”.
Q. My application is stuck at the bank for months. What should I do?
Keep your application reference safe and follow up with the same bank branch, politely and regularly. Banks process many applications; a serious applicant who walks in with documents and a reference number moves faster than the one who only waits for a call.
Here is what nobody tells you about this scheme: the loan is only half the prize. The other half is your banking record. Repay on time, every time, and one successfully repaid youth loan quietly opens the doors of every bank for the rest of your business life. Take the smallest tier your plan honestly needs, prepare like a businessperson, and treat that record like gold. If you are unsure which tier your idea fits, tell me the idea in the comments — I will point you to the right one.
