What is the Benazir Kafalat payment?

Benazir Kafalat is the main cash support program of the Benazir Income Support Program, which everyone calls BISP in short. Under this program the government gives cash money every three months to the poorest families of Pakistan, and the payment is always given in the name of the woman of the house.

This is not a small program. According to Dawn newspaper, around 10 million registered families are getting benefit from this program, and according to Profit by Pakistan Today, the government has allocated Rs 838 billion for BISP in the budget of 2026-27. So if you are a beneficiary, you are part of the biggest social support program of this country, and knowing your full rights in it is very important.

The new amount is Rs 14,500, not Rs 13,500

Let me clear this confusion first, because this is the question I hear the most.

The old quarterly installment was Rs 13,500. According to the APP news agency report of March 10, 2026, BISP Chairperson Senator Rubina Khalid announced in a live E-Kachehri that the Kafalat stipend has been increased from Rs 13,500 to Rs 14,500, and the payment of the new installment also started from that time.

So remember this clearly:

The current payment is Rs 14,500 for one quarter.

And the October to December 2026 installment is also Rs 14,500, so if any agent or any person tells you that the payment is less than this, he is wrong. Your full right is 14,500 rupees. Not one rupee less.

How I check my eligibility and payment

Now I will tell you the two easy ways of checking. You don’t have to stand in any line for this. You can check from your home.

The first way is SMS. Take your mobile phone and write your 13-digit CNIC number in a message. Write it without dashes, only the numbers together. Then send this message to 8171. After some time you will receive a reply message in which it will be told whether you are eligible, and whether your payment has arrived or not.

Always remember, the official message of BISP comes only from 8171. If a message comes from any other number asking you for money, a fee or a PIN code, that is fraud. Never reply to it.

The second way is the 8171 web portal. If you have internet, you can check on the official portal by entering your CNIC number and the code shown on the screen. I have explained this method in full detail in my 8171 Web Portal article, you can read that too.

Sometimes the reply message says that your survey is old or your record is incomplete. Don’t panic in this situation. It simply means you have to get a fresh survey done. For that I have written a separate complete guide on BISP Dynamic Survey Registration, read it and your problem will be solved.

From where will you collect the payment?

This system has changed a lot for the better, so listen carefully.

Before, every area had one fixed bank and women had to travel far. Now according to Dawn newspaper’s report of June 19, 2026, BISP has made the payment system interoperable through digital wallets with 1LINK and partner banks. In simple words, you can now withdraw your payment from the authorized retailer or agent of any partner bank near your home.

According to APP news of September 22, 2026, Chairperson Rubina Khalid herself confirmed that beneficiaries can take their payment from any authorized retailer of the six partner banks anywhere in Pakistan. These banks are as follow:

Partner bank Where you can collect
HBL ATM, agent / retailer
HBL Microfinance Bank Branch, agent
Bank Alfalah ATM, agent / retailer
Telenor Microfinance Bank (Easypaisa) Easypaisa agent
Bank of Punjab Branch, agent
Mobilink Microfinance Bank (JazzCash) JazzCash agent

When you go to collect the payment, take these things with you:

  • Your original CNIC — without it, no payment
  • Your thumb, honestly speaking, because biometric verification is compulsory at every channel, whether it is an ATM, an agent or a payment camp
  • The mobile phone whose SIM is registered in your own name, if you have it

At the agent shop, your thumbprint will be matched with the NADRA record. When it matches, the agent will give you the full Rs 14,500 in cash. Count your money right there at the counter before you leave. This one habit will save you from many problems.

A new wallet system has also started

One more important update. According to The Nation newspaper of September 28, 2026, BISP has announced that registered women can now get a free SIM card and open a Social Protection Wallet, and all coming installments will be transferred into this wallet. According to the news of October 21, 2026, this wallet works even on a simple keypad phone, no smartphone is needed, and there is no fixed last date to withdraw your money from the wallet.

This is a big change and it will slowly replace the old system, so I have prepared a separate full guide on the BISP Social Protection Wallet. Do read it after this article.

If someone deducts your payment, what to do?

Sadly, this still happens. An agent gives 13,500 instead of 14,500 and keeps 1,000 “as charges”. Understand this thing very well: there are no charges. Deduction from a BISP payment is a crime, and you have every right to complain.

Note these steps:

First, don’t leave the shop quietly. Ask for your full amount and ask for the receipt.

Second, call the free BISP helpline 0800-26477 and register your complaint with the agent’s name and shop location.

I have written the complete complaint method, including what to do when biometric verification fails again and again, in my guide on BISP Payment Deduction Complaint. Follow it and don’t give up your right.

Common questions about the Kafalat payment

Q. My payment has not arrived yet. What is the reason?
Mostly there are two reasons. Either your installment for this quarter has not been released in your district yet, or your survey record has become old. Check by SMS on 8171, and if the record is old, get the dynamic survey done again.

Q. Can my husband or son collect my payment?
No. The payment is in the woman’s name and her own biometric thumbprint is required. Nobody else can collect it for you.

Q. Is there any fee for checking or for the survey?
No. Checking on 8171, the survey at the tehsil office and the registration, everything is free of cost. If anyone asks for money for these things, he is a fraud.

Q. For how long can I keep the payment uncollected?
Try to collect your installment in the same quarter. In the new wallet system there is no fixed deadline, but in the old system uncollected money could be returned, so never delay without a reason.

That is the whole of it: Rs 14,500 a quarter, checkable from your own phone, collectable from six partner banks, and fully yours — not one rupee of it belongs to any agent. If your payment has been cut somewhere, don’t stay silent the way thousands of women have been taught to; my complaint guide on this website walks you through the remedy step by step. Your name is on this money. Collect all of it.
