BISP Social Protection Wallet — How to Get Your Free SIM and Open Your Wallet Account
Listen to this article:
The word “wallet” is frightening many women more than it should — and the rumours are not helping. “You will need a smartphone.” “You will have to pay to open it.” “Your payment will get stuck in a mobile.” Let me clear all three right here: you do not need a smartphone, you do not pay anything, and this wallet is being made precisely so that your payment stops getting stuck with agents. In this guide I will explain what the Social Protection Wallet is, how you get your free SIM, how the account opens, and how your coming payments will reach you through it.
What is the Social Protection Wallet?
In simple words, the Social Protection Wallet is a mobile account made only for BISP beneficiary women. Your Kafalat payment will be transferred into this wallet, and you will withdraw it from the agent of any partner bank near your home.
According to The Nation newspaper of September 28, 2026, BISP has announced that registered women can obtain free SIM cards and open Social Protection Wallets at their nearest BISP office or designated campsite after biometric verification, and that all future installments, stipends and assistance will be transferred through this wallet.
And according to the news of October 21, 2026, in which BISP Additional Secretary Ismat Nawaz explained this system, every eligible woman will receive a dedicated mobile SIM free of charge against her CNIC, and the wallet will be linked with that same SIM.
The best things about this wallet
Let me tell you the points which make this system better than the old one, because these are the things nobody explains properly.
No smartphone is needed. This wallet works on a simple keypad phone also. If your phone is the old button wala phone, you are still fully included. Nobody can exclude you for not having a smartphone.
No fixed deadline to withdraw. In the old limited accounts, if you did not withdraw your money in time, it could be returned. In this wallet, there is no fixed last date hanging over your head. Your money stays yours.
Any bank’s agent will do. The wallet system is interoperable. According to APP news of September 22, 2026, Chairperson Rubina Khalid confirmed that beneficiaries can withdraw money from any authorized retailer of any of the six partner banks anywhere in Pakistan — HBL, HBL Microfinance Bank, Bank Alfalah, Telenor Microfinance Bank (Easypaisa), Bank of Punjab and Mobilink Microfinance Bank (JazzCash). Whichever agent is nearest to your home, go there.
The SIM and the wallet are completely free. According to The Nation newspaper of January 30, 2026, within the first 45 days of this system, 6.7 million SIMs tagged with digital wallets had already been distributed to beneficiaries. So this is not a test on a few women, this system is already running at a huge scale, and the Minister of State for Finance Bilal Azhar Kayani has announced that all BISP beneficiaries will be provided digital wallets by the end of 2026.
How to get your free SIM and open the wallet — step by step
Now I will tell you the exact method. Follow these steps given below.

First step is to go to the right place. Visit your nearest BISP office or the designated BISP campsite in your area. The free SIM and wallet opening is done only there, after checking your record.
Second step, take your documents. Take your original CNIC with you. The SIM is issued against your CNIC, in your own name. If your record in BISP is old or your survey is outdated, the staff may first send you for the dynamic survey — for that, read my BISP Dynamic Survey Registration guide.
Third step is biometric verification. Your thumbprint will be verified with NADRA, the same way it happens at payment time. This proves the SIM and wallet belong to you and nobody else.
Fourth step, receive your SIM and wallet. After verification, you will be given your free SIM card and your Social Protection Wallet will be opened and linked to it. Keep this SIM safe and active, because your payment messages and your wallet both live on this number.
That’s it. There is no form fee, no agent fee, no “processing charges”. If any person asks you for money in this whole process, understand that he is doing fraud with you.
How will you receive and withdraw your payment?
When your quarterly installment comes, it will be transferred into your wallet. The installment amount is the same Rs 14,500 which I have explained in my Benazir Kafalat Payment guide.
For withdrawing, go to any authorized retailer or agent of the six partner banks, show your CNIC, give your thumbprint for biometric verification, and take your full cash. Count the money at the counter, the same advice I always give.

One warning which I give in every article, because it saves women every day: official BISP messages come only from 8171. A message or call from any other number asking for your PIN, your wallet password or money is fraud. BISP staff will never ask for your PIN. Not on call, not on message, not at the campsite.
Common questions about the Social Protection Wallet
Q. I don’t have any mobile phone. What will happen with me?
You will be given the free SIM at the BISP office or campsite. A simple keypad phone is enough for this system, and if you don’t have a phone at all, tell the staff there — the SIM is yours against your CNIC, and the wallet works through agents for cash withdrawal.
Q. Is my old method of taking payment finished?
The change is happening step by step. All disbursements are being moved to the Social Protection Wallet, so it is better to open your wallet now instead of waiting for the last moment rush.
Q. Someone is selling the “BISP SIM” in my village for Rs 500. Should I buy it?
No, never. The SIM is free and is only issued at the BISP office or campsite after your own biometric verification. A SIM bought from the bazaar is not your wallet.
Q. My SIM got lost. What should I do?
Go to your nearest BISP office with your CNIC and tell them. Because the wallet is linked with your CNIC record, the staff will guide you for the replacement process. Don’t delay, because your payment messages come on that number.
Do it on your next visit to the BISP office or campsite: CNIC in hand, a few minutes of biometric verification, and the wallet is open in your own name — no smartphone to buy, no fee to pay, no deadline hanging over your money afterwards. This system was designed around the woman who has been standing in lines and losing rupees to agents for years. Let it finally work for you the way it was meant to.
